What is a CLSC?
A CLSC — Centre local de services communautaires — is a local community health centre operated by the Quebec public health system. CLSCs are the primary access point for home-based health and social services in Quebec.
There are CLSCs in every region of the province. In urban areas like Montreal, they are administered by CIUSSS (Centre intégré universitaire de santé et de services sociaux) or CISSS regional health authorities. The network spans from downtown neighbourhoods to rural communities.
Unlike private home care agencies, CLSC services are:
- Publicly funded — covered by the Quebec health insurance plan (RAMQ)
- Free at point of care — there is no direct fee for assessed services
- Coordinated — a care coordinator (sometimes called an intervenante pivot) manages your file
What is CLSC Home Care?
CLSC home care refers to a range of professional health and social services delivered directly to a person's home. The goal is to allow people to remain in their own home — living safely and independently — for as long as possible.
Home care is designed for people who have reduced autonomy due to:
- Aging and age-related conditions
- Chronic illness
- Physical or cognitive disability
- Recovery from surgery or hospital stay
- Palliative care needs
Who provides CLSC services?
CLSC home care is delivered by a team of health and social service professionals, which may include:
- Nurses — wound care, medication monitoring, post-surgical care
- Personal care workers — help with bathing, grooming, and hygiene
- Occupational therapists (OTs) — assess function, recommend adaptations, improve safety at home
- Physiotherapists — help maintain or restore mobility
- Social workers — coordinate community resources, provide counseling, support families
- Nutritionists — dietary guidance for specific health conditions
The specific team assigned depends on the assessed needs of the person receiving care.
How is CLSC care different from private care?
CLSC home care and private home care agencies both provide care in the home, but there are important differences:
